      Bumper filler panels are easily damaged. Most trucks will not have these panels. As soon as the bumper brackets flex from a collision or running into something hard, the panels will bend and eventually rust. Most people just took them off and did not worry about them. Now, you are trying to restore your 1967, 1968, 1969, 1970, 1971 or 1972 Chevrolet or GMC stepside truck and you don't have them.
